Summary of the House Committee Version of the Bill

SB 272 -- WATER POLLUTION PERMIT FEES

SPONSOR:  Lager (Ruzicka)

COMMITTEE ACTION:  Voted "do pass" by the Committee on
Conservation and Natural Resources by a vote of 11 to 0.

This bill extends from December 31, 2009, to December 31, 2010,
the authority of the Clean Water Commission within the Department
of Natural Resources to charge fees for construction permits,
operating permits, and operator certifications related to water
pollution control.

FISCAL NOTE:  No impact on General Revenue in FY 2010, FY 2011,
and FY 2012.  Estimated Cost on Other State Funds of $188,108 in
FY 2010, $2,586,074 in FY 2011, and $5,601,882 in FY 2012.

PROPONENTS:  Supporters say that the fee extension is a necessary
and temporary measure that will give the General Assembly time to
develop a long-term fee structure and revise other clean water
laws.  The permit process needs to be reformed and additional
funding for engineers in the Department of Conservation is
necessary.

Testifying for the bill were Senator Lager; Department of Natural
Resources; Associated Industries of Missouri; and Metropolitan
St. Louis Sewer District.

OPPONENTS:  There was no opposition voiced to the committee.
